Goalkeepers to Face Punishment for Time-Wasting in Proposed Law Change

Corner to be Awarded Against Time-Wasting Goalkeepers

In a major proposed Law change, time-wasting goalkeepers could face punishment with a corner being awarded against them. The International FA Board has recognized that keepers are regularly abusing the "six second" rule and action needs to be taken.

Sin-Bins and Restricted Referee Approach to be Trialed

English professional football may see trials of sin-bins for dissent and cynical game-stopping fouls as early as next season. The FA chief executive, Mark Bullingham, explained that the aim is to clamp down on misbehavior and root out "anti-football behavior". Protocols for the trials will be drafted in the coming months.

Extension to Time Limit for Goalkeepers

An extension to the time limit for goalkeepers to keep the ball in their hands is likely to be introduced. Currently set at six seconds, it is believed that an extension to 10 seconds will be written into the Laws. This change aims to encourage goalkeepers to speed up play and prevent time-wasting.

Alternative Punishment for Time-Wasting

Giving an indirect free-kick inside the box was considered too harsh a punishment for time-wasting goalkeepers. The proposed solution is to award a corner instead, conceding possession without providing a clear goalscoring opportunity. This change is expected to be introduced in the 2024-25 season.

Sin-Bins and Restricted Referee Approach to Tackle Misbehavior

Global trials of sin-bins and new Laws that allow only the team captain to approach the referee are set to be implemented. The aim is to address dissent and tactical fouls, which often ruin promising counter-attacks. Players found guilty of these offenses will receive 10 minutes on the sidelines in addition to a yellow card.

Defensive Hand-Ball Offenses and Penalty Spot Rules

From next season, deliberate defensive hand-ball offenses in the penalty box will result in red cards. Additionally, the ball must overhang or touch the center of the penalty spot during penalty kicks.

Overall, these proposed Law changes seek to improve the pace, fairness, and sportsmanship of the game, ensuring a more enjoyable experience for both players and spectators.
